This phase of Japan’s largest privately developed new town was planned primarily as a single-family residential community with commercial and industrial zones along its south edge.

The landscape architects, when faced with an existing master plan that would have cut the existing hill in the center of the community in order to maximize buildable area, convinced the developer to follow an alternative plan that preserves the forested hill and uses it as a landmark and a central recreation and open space amenity, thus raising land values while creating a much more environmentally sensitive development.

The hill is encircled by a ring road and its main approach is by a landscaped central avenue terminating at a community park at the foot of the hill. Other roads radiate out from the hill into the various neighborhoods, each provided with a centrally located neighborhood park and a pedestrian network linking the open spaces.
